My point of view is, the state is responsible for implementation of Islamic Law (Shariyat), and if the state fails to do so, then the hadith becomes applicable on individuals, which says &quot;if u see evil, stop it using your hands, if you CAN&#039;T, stop it with your words, and still if you CAN&#039;T, know the evil from within yourself and this is the LEAST grade of Imaan.

I think, anyone who talks about Islamic law has a point, and if once the Islamic laws are PROPERLY implemented, the society itself would become a place of welfare for everyone. By proper implementation I mean giving the zakat, giving in the way of Allah, knowing Huqooq-ullah, and Huqoo-ul-Ibad.</description>

A state where people are dying of hunger, millions living way below poverty line, can we implement the rule of cutting off the hands of a thief ? It is the responsibility of a state to first provide social welfare and only then can we implement Shariyat.</description>
